The Learners’ Convergence PH is the largest face-to-face engagement of learners, youth leaders, and education stakeholders representing the 228 Schools Division Offices (SDO) from 17 regions of the country. This Convergence provides learner-participants with the unique opportunity to not only gain insights from esteemed speakers and engaging activities but also to enrich their learning experience through interaction with one another, fostering a deeper understanding of diverse cultures across the country, and honing them to become effective leaders in their respective communities. This year, the Division of Lapu-Lapu City in Region VII – Central Visayas with the support of the Local Government Unit of the Lapu-Lapu City and the Lone Congressional District of Lapu-Lapu City will be hosting this meaningful event.
Billeting School Guidelines for Learners’ Convergence Philippines 2024
The DepEd Central Office, through the Bureau of Learner Support Services–Youth Formation Division (BLSS–YFD), and DepEd Region VII, through the Schools Division Office (SDO) of Lapu-Lapu City, hereby outlines the guidelines and responsibilities of the following billeting schools during the conduct of the LearnCon PH 2024:

- Ensure that accommodation arrangements are made in accordance with the preferences and needs of the participants, while also adhering to the guidelines provided by DepEd CO.
- For appropriate guidance, the DepEd CO provides a checklist to ensure the accommodation of participants meets the necessary standards and requirements:
b.1. Beddings and Linens
b.1.1. Sufficient bed rolls or sleeping mats for each participant.
b.1.2. Clean and comfortable mattresses.
b.1.3. Adequate pillows, pillow cases, and blankets provided for each participant.
b.2. Sanitation and Hygiene
b.2.1. Clean and well-maintained restroom facilities with functioning toilets, sinks, and showers.
b.2.2. Regular cleaning and sanitation of common areas, including bathrooms and mess halls.
b.2.3. Availability of handwashing stations or hand sanitizers in common areas.
b.3. Safety and Security
b.3.1. Adequate lighting in hallways, stairs, and common areas.
b.3.2. Secure entrances and exits, with locks on doors and windows.
b.3.3. Emergency evacuation plans posted in visible locations.
b.3.4. Accessible fire extinguishers and first aid kits.
b.4. Accessibility
b.4.1. Wheelchair ramps and accessible pathways for participants with mobility impairments.
b.4.2. Accessible restroom facilities equipped necessary accommodations.
b.5. Food and Dining
b.5.1. Adequate dining space or mess halls with tables and chairs for participants to comfortably enjoy their meals.
b.5.2. Regular cleaning and sanitization of mess halls, utensils, and food preparation surfaces.
b.5.3. Proper waste disposal procedures to maintain cleanliness and hygiene in dining areas and food storage facilities.
b.5.4. Providing sufficient hydration stations or water dispensers for participants to stay hydrated throughout the event.
b.6. Communication and Information
b.6.1. Clear signage indicating room assignments, restroom locations, and emergency exits.
b.6.2. Informational materials provided to participants, including schedules, maps, and contact information of billeting school coordinators.
b.7. Comfort and Privacy
b.7.1. Adequate space and privacy for participants to store personal belongings.
b.7.2. Curtains or blinds on windows for privacy and light control.
b.7.3. Quiet hours or designated areas for participants to rest and sleep without disturbance. Lights off shall be at 10:00 p.m.
b.8. Compliance and Regulations
b.8.1. Compliance with the SDO’s regulations and guidelines for accommodation facilities, including health and safety standards.
b.8.2. Regular inspections to maintain compliance with regulations related to fire safety, sanitation, and structural integrity.
b.9. Feedback and Support.
b.9.1. Mechanisms in place for participants to provide feedback on their accommodation experience.
b.9.2. Billeting school coordinators available to address any concerns or issues raised by participants promptly.
By ensuring that these aspects are addressed, billeting schools can provide participants with a comfortable, safe, and welcoming accommodation experience during the Learners’ Convergence Philippines.
- Serve as the primary point of contact between the Billeting School Coordinators and participants regarding accommodation arrangements.
- Communicate relevant information to participants, including check-in procedures, accommodation details, and any special instructions.
- Closely coordinate with the assigned Billeting School Coordinator to perform the following tasks:
c.1. provide regular updates related to the Billeting School Coordinator relative to accommodation arrangements and other necessary information to be reported, such as the number of participants accommodated, any issues or concerns encountered, and feedback from participants.
c.2. maintain accurate documentation of all communication exchanges, reports, and feedback received from billeting schools. This information can serve as a reference for future planning and evaluation purposes.
c.3. escalate urgent issues or unresolved concerns raised by billeting schools to DepEd CO ensuring timely resolution.
- Logistics and Facilities.
- Inspect the billeting school facilities to ensure they meet the standards set by DepEd CO and address any issues promptly in coordination with SDO Lapu-Lapu City.
- Coordinate with school staff to arrange for any additional amenities or services requested by participants, if necessary.
- Safety and Security.
- Prioritize the safety and security of participants staying at the billeting school facilities.
- Provide participants with information about emergency procedures and contact points for assistance, both within the billeting school facilities and during the entire LearnCon PH 2024.
- Hospitality and Support.
- Welcome participants upon their arrival at the billeting school facilities and assist them with the registration procedures.
- Be available to address any questions or concerns raised by participants during their stay and provide assistance as needed.
- Feedback and Evaluation.
- Gather feedback from participants about their accommodation experience and report any issues or suggestions for improvement, through the Billeting School Coordinator, to SDO Lapu-Lapu City and DepEd CO.
- Provide a summary of the accommodation arrangements and feedback to SDO Lapu-Lapu City and DepEd CO for post-event evaluation and future planning purposes.
